A taxi license is an official permit issued by the state that allows a driver to provide passenger transportation services on a commercial basis. It confirms that the carrier operates legally, pays taxes, and that the vehicle complies with established safety requirements. For passengers, a licensed driver guarantees that in case of an unpleasant situation (accident, loss of belongings), they will be able to identify a responsible party and protect their rights. For the driver, a license means the opportunity to work officially.
What the Taxi License Cost Includes
The process of legalizing taxi operations involves two main types of payments: the state fee (the license itself does not have a fixed standalone price) and the cost of related services if you decide to use intermediaries. In addition, there are expenses for mandatory vehicle equipment, without which the license cannot be issued.
As of early 2026, the main payment to the state budget for issuing a passenger transportation taxi license is approximately UAH 3,100. The amount is linked to the subsistence minimum for able-bodied individuals.
Amount of the State Fee
The cost of a taxi license for a sole proprietor (FOP) or a legal entity is determined at the time of issuance and is paid once for the entire period of operation. To fully understand the total expenses, all components of the state fee should be considered. The license consists of the following amounts:
- State fee for issuing the license: from UAH 3,028 to UAH 3,328.
- Payments for additional vehicles: if you plan to use more than one car for taxi services, an additional fee must be paid for each subsequent vehicle (on average UAH 300–500).
- Issuance of a temporary permit for a rented taxi vehicle: approximately UAH 150 (this payment applies if the vehicle is not your property).
These payments are fixed and do not depend on the region of the country. You can rely on them when planning your budget to obtain a taxi license.
Additional Support Costs
Many future carriers who do not want to deal with bureaucratic details turn to legal companies when they need a taxi license. Intermediary services are paid separately and are not mandatory, but they can save time and effort. On average, the cost of taxi license services includes:
- legal services for document preparation — approximately UAH 2,000;
- a contract with a motor transport enterprise (MTE) for certain categories of carriers — from UAH 1,000 to UAH 1,500;
- full legal support “turnkey” — from UAH 5,600 and above, depending on complexity and region.
If you decide to use professional assistance to obtain a license, remember that these expenses are not mandatory, as you can submit documents independently through the Diia government portal.
It is important to understand that a taxi license itself is issued without an expiration date. However, this does not exempt the owner from the obligation to pay taxes as a sole proprietor (FOP). If you already have a license, you must be registered as a business entity and pay the single tax and the unified social contribution on general terms.
