The passenger transportation market in Ukraine has long required proper regulation. A large number of drivers operate illegally, do not pay taxes, and do not undergo mandatory inspections. This creates unfair conditions for law-abiding carriers and poses potential risks to passengers. For this reason, the Ministry for Communities and Territories Development of Ukraine has drafted a bill introducing the following fines for taxi drivers.

What Fines Await Taxi Drivers in 2026

The new regulations introduce a differentiated approach to penalties depending on the severity of the violation. Different fines for taxi drivers are established based on the nature of the offense. The state will primarily focus on combating illegal carriers and safety violations. It is worth noting that the fines for taxi drivers are significant in order to create an effective enforcement mechanism.

The Strictest Fines — UAH 17,000 — Apply to Drivers Who Have No Legal Right to Provide Transportation Services. These penalties are imposed for:

  • providing transportation services without official registration as a business entity or without formal employment with a licensed carrier;
  • aggregator services (Uklon, Bolt, Uber) that connect illegal drivers to their platforms, as platforms will be required to verify that drivers have the legal right to provide services.

These fines are designed to eliminate the possibility of operating “in the shadow economy,” both for individual carriers and the digital platforms cooperating with them.

Mid-Level Fines: UAH 8,500

In many cases, taxi driver fines amount to UAH 8,500. This penalty applies to:

  • picking up passengers “off the street” (outside official digital platform orders), effectively banning informal rides for self-employed carriers;
  • using taxi services that are not registered in the state register of the Unified Information Systems Complex in the field of land transport safety;
  • operating a vehicle without mandatory technical inspection;
  • absence of a taximeter or other mandatory taxi equipment;
  • other violations of passenger road transport service regulations.

The state encourages drivers to operate exclusively through legal digital platforms and to maintain their vehicles in proper technical condition. Therefore, fines are used as a regulatory incentive.

Minimum Fines: UAH 1,700

For less serious violations, moderate fines are предусмотрены. In particular, a fine of UAH 1,700 may be imposed for providing paid transportation services without official registration (for those operating illegally who are caught for the first time). Such penalties serve as a warning for drivers who have not yet legalized their activities. The draft law not only introduces penalties but also establishes clear criteria defining who may operate as a taxi driver. This is intended to enhance passenger safety and raise the professional standards of carriers. The new fines aim to bring order to the industry.
